TPC (TurionPowerControl) -- development status

We've been on tpc-0.44-rc2 for a while now; it's very stable and there are no outstanding major issues.

Items that need to be addressed for 0.44:

• determining convenient way of configuring/managing NB P-states from command-line
• updating documentation and wiki
• adding -vcore max (to simplify OC of AMD HE Opterons)

Longer term objectives is supporting Intel CPUs, esp. with respect to (in order of priority):

• core/die temperatures
• reporting power/thermal events
• reporting DRAM configuration/DIMM layout
• reporting/configuring nominal and turbo multipliers
